Warsaw - European Centre for Public Financial Management

The European Centre for Public Financial Management provides high-level, open and tailor-made training and consultancy activities for public finance officials from the EU Institutions, the Member States, candidate and potential Candidate Countries, as well as the countries neighbouring the European Union.

About the Centre
On 1 September 2006, Polish authorities and the European Institute of Public Administration in Maastricht launched an EIPA Centre in Warsaw: the European Centre for Public Financial Management (EIPA-ECPFM). The main role of this Centre is to contribute to the training in the field of public financial management of civil servants within the EU Member States and applicant countries, and to the development of applied research in this field.

Core modules
The activities of the Centre in Warsaw revolve around a package of regular seminar series:

  • Public expenditure management: e.g. intensive training courses on result-based budgeting to provide a practical guide that could be used in planning, implementing and monitoring performance budgeting.
  • Public accountability: e.g. seminars on Internal Audit, Performance Audit, PPP Audit, Financial Statements and Audit to provide an understanding of professional audit standards and the practical aspects that play a role when auditing institutions in the public finance sector. Also training courses on Anti-Corruption and how to identify corruption threats, design national anti-corruption measures and explore the obstacles of implementing new instruments to regulate norms and principles of professional standards.
  • Public finance: e.g. seminars on macro-economic policies to provide an understanding of the financial implications of the financial crisis, practical aspects of adopting the euro and economic policy coordination in the context of the EU integration process.
  • Transferring Poland’s and EIPA’s knowledge to European Neighbourhood Policy Countries: e.g. training courses on Twinning to provide knowledge on how to set up and implement a successful Twinning project.

Tailor-made courses

On the basis of the core modules, EIPA-ECPFM develops tailor-made courses for clients, notably public administration and public financial institutions in Europe and countries of the European Neighbourhood Policy. It also develops new areas of activity beyond the established fields.

Research and consultancy works

The Centre is regularly commissioned by different European institutions as well as networks of States or regions in Europe to conduct research on new developments in Public Financial Management
