The Barcelona process; European Neighbourhood Policy; EU twinning projects; cooperation in criminal matters and analysis of reforms in justice matters in the MEDA countries; analysis of the JHA chapter on the acquis communautaire; management of ministerial services in Belgium (interior/justice).
Khaled Abouali graduated in law and criminology from the Université Libre de Bruxelles, and gained a postgraduate diploma in advanced management from the ICHEC Business School in Brussels, as well as receiving postgraduate training in business management from the Solvay Brussels School of Economics and Management.
At the beginning of his career, he was a researcher at the Faculty of Law at the ULB, where he took part in numerous research projects on management policy of violence and on immigration.
Before joining EIPA as a Senior Lecturer and Coordinator of the EuroMed Justice II Project, he was the Belgian national coordinator for the European Commission’s EuroMed Justice I Programme between 2005 and 2007, through the Belgian Ministry of Justice, where he is an adviser, and within which amongst others, he held the function of coordinator of services for international relations. Within this service, he led numerous cooperation projects on justice matters (enhanced criminal cooperation, judicial cooperation, administrative cooperation) between the Belgian justice system, and those of numerous Arab countries.
In addition to his posts over the years as trainer and manager, he was appointed by the Belgian Ministry of Justice as project leader of several negotiation missions for cooperation agreements, notably in the Middle East and the Maghreb countries.
In terms of technical assistance, he has coordinated actions for the UNDP-POGAR. As well as his coordination activities, he is an international expert in Criminology for the Arab Center for the Development of the Rule of Law and Integrity – United Nations Development Programme.
